• Establish and implement purchasing policies, strategy, procedures and best practices in accordance with HCC policy, ensure Hitachi’s Separation of Three Powers rule is strictly followed and controlled.
• Periodically review and improve purchasing process to make it effectiveness.
• Perform purchasing policies to ensure all POs are delivered within budget and time constraints
• Ascertain and manage the best purchased products and suppliers in terms of value, delivery and quality;
• Establish, evaluate, update and maintain the Approved Supplier List/database (ASL)
• Manage and forecast purchasing budgets
• Forecast levels of demand for services and products;
• Co-ordinate and issue purchase orders to supplier based on purchase requisitions
• Negotiate and prepare purchasing contracts, monitoring the quality of service provided; Evaluate contracts to ensure compliance with legal requirements and organizational policies
• Define metrics, collect data and produce reports and statistics using computer software;
• Manage performance, develop and motivate purchasing staff

• Familiarity with sourcing and vendor management
• Ability to gather and analyses data and to work with figures
• Knowledge in e-commerce and modern selling channels such as social networks.
• Knowledge in multiple and modern payment methods and tools.
• A knack for negotiation and networking
• Result-oriented with high adaptation and capability to work under pressure.
• Solid judgement along with decision making skills
• Strong leadership capability
• Proficiency in English with minimum TOEIC score at 700.
• Knowledge in financial & legal aspects (advantage).
• Experience in Oracle database system is an advantage.
