Regional IT Managers here are responsible for budgeting, planning and overseeing projects across Fullerton Health Markets. To ensure that projects are completed in a timely fashion and within budget. Regional IT Managers plan and designate project resources, prepare budgets, monitor progress, and keep stakeholders informed the entire way. This is all done within the confines of a company's goals and vision. Regional IT Managers are needed to manage our plethora of projects, IT, HR, and marketing.

Responsibilities for Regional IT Manager (Across all Fullerton Health Markets)

Responsibilities

  • Lead a team of Business Analyst/Solution Architect to scope the innovation projects (what new capabilities, timeline, budgetary estimates)
  • Lead team to define the min viable product (MVP) requirements and the integration requirement to existing legacy systems
  • Lead team to explore and evaluate viable solutions/vendors in the market Seek in-principle approval from sponsors
  • Develop policies, procedures, and controls to ensure system security
  • Ensure alignment of solution with the Group IT or associating BUs and seek approval for variation
  • Define the approach on how to collaborate with industry and potential vendors
  • Define the partnership model between vendors/outsourcing and contract with them
  • Direct the iterative development of the solution with the vendor/outsourcing with a clear plan on release schedule and resource needs
  • Estimate the IT effort to implement the solution and support funding approval from BUs and Group IT
  • Lead team to evaluate risks and gaps during the implementation phase and explore ways to close the gap or mitigate the risk of these emerging capabilities.
  • Lead team to work with delivery group to integrate emerging capabilities into existing products or coexists with them
  • Define clear entry/exit criteria for the solution so that critical decision on whether to “continue/stop/replace part of the solution” can be made
  • Define clear metrics with business unit on what/how/who to track to measure value
  • Evaluate the viability of solution to scale and estimate the cost to scale at logical point of project

Develop New Systems / Innovation

  • Establish goals and priorities, design, planning, day-to-day operation, maintenance, and advanced troubleshooting of systems
  • Align system administration with overall strategic IT service direction and business needs
  • Assist with the development of business case justifications and cost/benefit analyses for spending and initiatives
  • Anticipate internal and/or external business challenges and/or regulatory issues
  • Partner with stakeholders to recommend innovative and automated approaches for system administration
  • Define systems requirements for new technology implementations
  • Prepare for system expansion by studying plans and requirements
  • Oversee the design, maintenance and implementation of the systems
  • Prioritise tasks to ensure projects are implemented in accordance with project plans and budgets

  • Oversee team management including budgets, forecasting, work allocations and staffing
  • Develop staff through ongoing coaching, mentoring and career discussions
  • Define common goals, direction and accountability among staff

Job Requirement

  • Bachelor's degree in computer science, business, or a related field 
  • 10+ years of project management and related experience 
  • Excellent English
  • Proven ability to solve problems creatively 
  • Strong familiarity with project management software tools, methodologies, and best practices 
  • Experience seeing projects through the full life cycle 
  • Excellent analytical skills 
  • Strong interpersonal skills and extremely resourceful 
  • Proven ability to complete projects according to outlined scope, budget, and timeline
